Center for Community and Economic Development
The CCED provides cost effective training programs
designed to meet business and industry needs. A
variety of training programs are offered including
Technical Training, KY Wins (see additional info),
and Work Keys System.
KYWINS
KY WINS is a workforce training incentive program
administered by the Kentucky Community and Technical
College System. The goal of the KY WINS initiative
is to provide high-level transferable technical
skills training to existing and new industries and
businesses that are creating high paying jobs for
Kentucky's citizens. The program can provide up to
75% of the costs for training, assessing, and
profiling services.
Within the next 5 years an Advanced Technology
Center will be constructed at Owensboro Technical
and Community College.
Companies locating in Ohio County are eligible for
either the Kentucky Jobs Development Act (KJDA) or
the Kentucky Rural Economic Development Act (KREDA).
Bluegrass State Skills Corporation
Keeping Kentucky’s business and industry competitive
in the global economy is a major objective of The
Bluegrass State Skills Corporation (BSSC). The group
assists business and industry by providing necessary
training for the workforce.
The BSSC consistently meets and exceeds industry
needs for customized, flexible, industry –driven
skills training. The organization achieves this
through partnerships with other employment and
training organizations. These partnerships allow
tailored comprehensive programs of skills training
services for new, expanding and existing businesses.
The BSSC ‘s four main functions are:
● To administer and fund Kentucky’s customized
business and industry-specific training efforts
through training agreements for Grant-in-Aid and
Skills Training Investment Credit projects that are
approved by the BSSC Board of Directors;
● To act as a broker, by coordinating the resources
of providers of skills training and employment
services;
● To facilitate the creation of public and private
partnerships through education and training programs
designed to meet unfilled training needs of
individual and multiple-company training projects,
or consortia; and
● To administer any special state appropriation for
customized business and industry-specific training
